- Your company imported goods into the U.S. and paid duties since 2018.
- You are the importer of record (or can authorize a representative to act on your behalf).
- Your entries are under 5 years old (some categories under 180 days for protests).
- You paid IEEPA-related duties, Section 301 duties, or duties on goods later excluded.

Who is OpScale Exchange?

Most businesses can’t access counsel at this level on their own.
How much does it cost?
Submitting the intake form is free, and the preliminary eligibility review by legal counsel is complimentary. If you choose to move forward, you’ll execute a Master Services Agreement directly with the engaged law firm; attorney fees are governed by that agreement. OpScale’s fee is contingency-based — payable only after CBP issues your refund.
How long does a refund take?
Be prepared for a long process. The CAPE window (Days 0–80 after liquidation) is the fastest path, but most cases run on the protest track (Days 80–180), where CBP has no statutory deadline to act and adjudication typically takes 1–2 years. Some pre-ruling entries require CIT litigation, which can take up to 2 years from liquidation. From entry to refund check, the full journey can easily span two years or more — which is exactly why our Advance option exists.
Do I need to change anything about my current customs operations?

What duty types are recoverable?
